New funding for state IT upgrades

Beginning July 1, 2025, the state funds specific IT projects across many agencies. The listed projects together get about $128.3 million, and the money can be used only for those projects. The state treasurer also transfers $38.7 million to the long‑range IT account by June 30, 2027, as needed. This funding supports system upgrades, cybersecurity, and modern online services.

Stronger data security for state IT projects

Beginning July 1, 2025, state agencies must get CIO-approved plans for any business application system paid for by this law. Plans must cover design, how the system is built, and data security. Security must include login rules, access limits, and safe deletion of sensitive data. Agencies must also plan for possible data sharing with other state agencies. No project money is released until the CIO and budget director approve the plans, bid results, and contracts.
