Carryforward windows and fund reversion

Many remaining FY2025 budget amendment authorities can continue into state or federal fiscal years 2026–2027 as listed. At the end of the final authorized fiscal year, any unspent balance goes back to the original fund. This keeps projects moving while setting a clear end date for the money.

COVID relief interest and carryovers

The state moves COVID relief interest into projects. Within 10 days of the law taking effect, $1,749,052 goes to natural resource projects, $2,250,000 to water and wastewater projects, $224,500 to irrigation projects, and the rest to long‑range building. The treasurer deposits ARPA interest every quarter into the capital building account until December 30, 2026. Remaining HB 632 ARPA appropriations can be used in state fiscal year 2027, but not ARPA interest. Remaining FY2025 water and sewer grant authority can be used in state fiscal year 2027. For funds covered by 31 CFR part 35, carryover authority ends 10 days after the law takes effect.

Help for homeless students continues

Schools can use remaining FY2025 ESSER and American Rescue Plan funds for homeless children and youth in state fiscal year 2026. This keeps support for homeless students and schools in place next year.

Court and community justice funding

Community justice workers get $290,750 in FY2025. The Montana justice institute gets $30,560 in FY2025. Unspent FY2025 federal funds for the institute can be used in state fiscal year 2026. Remaining FY2025 federal authority for adult treatment courts and community justice workers can be used through federal fiscal year 2027.

Drug settlement money and carryover

The Department of Justice gets $3,537,516 in FY2025 for the Johnson & Johnson settlement. Any leftover FY2025 authority for prescription drug prevention and the J&J settlement can be used in federal fiscal year 2027. This funds state legal and prevention work, not direct payments to households.

Election security funds extended

Remaining FY2025 federal Help America Vote Act election security funds can be used through federal fiscal year 2027. This keeps election security work funded longer.

Library and Heritage Center grants

The State Library gets $201,394 in FY2025 to manage statewide biodiversity data. Another $134,000 funds biocultural restoration in the Crown of the Continent. The Historical Society gets $600,000 for the New Heritage Center. These support public information and cultural projects.

Small public-safety grants for patrols

The Highway Patrol gets $13,905 in federal funds for dispatch in FY2025. The Missouri River drug task force gets $5,486 for enforcement work. These pay for operations, not direct cash to households.
