Beginning July 1, 2025, state school aid amounts change only when named companion bills pass or fail. For example, if HB 252 does not pass, BASE Aid drops by $50.46 million in FY 2026 and $52.05 million in FY 2027; if it passes, BASE Aid rises by $1.56 million in FY 2026 and $3.45 million in FY 2027. Many state and federal school appropriations move to a two‑year budget schedule; debt service and major maintenance aid stay on the old schedule. The education agency now charges a 19% indirect cost rate on grants. Up to $1.5 million from the traffic education account is distributed to schools during the 2027 biennium.
Beginning July 1, 2025, Fish, Wildlife and Parks funding can rise when listed bills pass. For example, HB 145 adds $7,201,710 in each year; SB 165 adds $380,835 in each year. The department can swap equal amounts of state and federal special revenue when federal money changes. It must also report each December on acres of habitat improved and weeds treated. The parks division gets $300,000 each year for snowmobile trail grooming.
Beginning July 1, 2025, the state sets how students count for college funding: CTE counts as 1.50 FTE, general as 1.00, early college as 0.50, and concurrent enrollment as 0.25. The decrease funding factor is $6,000 in FY 2026 and FY 2027. The higher education commissioner can move state dollars among community colleges based on real weighted enrollment. Some colleges may get more money and others less.
Beginning July 1, 2025, $1,000,000 goes to the Montana 250th Commission, and at least $500,000 must support education. All federal funds for the Arts Council follow a two‑year budget schedule. The State Library’s NRIS/GIS program gets $446,021 for natural resource information and mapping.
Beginning July 1, 2025, if HB 718 and HB 656 both pass, the Labor Department gets $510,773 in FY 2026 and $502,373 in FY 2027. It also gets 3.00 more budgeted positions in each year. These increases only happen if both bills are enacted.
Beginning July 1, 2025, state motor‑pool charges can rise in steps when gas prices are high. With budget office approval, tier two rates apply if gas is over $3.97 per gallon, and tier three rates apply if gas is over $4.47. Agencies pay the higher per‑mile or per‑hour charges when a tier is active.
Beginning July 1, 2025, the state sets fixed hourly charges for DNRC aircraft. The Bell UH‑1H costs $1,916 per hour, the Bell Jet Ranger $541, and the Cessna 180 Series $216. Users multiply the hourly rate by hours flown to get the bill.
Beginning July 1, 2025, agency legal services have fixed hourly rates. Senior attorneys cost $200 per hour, associates $160, paralegals $100, and legal assistants $75. Total charges equal the rate times the hours used.
Beginning July 1, 2025, the corrections department sets fixed rates for services. Vehicle maintenance labor is $30 per hour, plus a 10% parts fee. Detention meal trays are $3.83 in FY 2026 and $3.93 in FY 2027. Laundry is $0.73 per pound. Delivery costs are $0.50 per mile or $35 per hour.
Beginning July 1, 2025, the Section 11 tables become the legal budgets for FY 2026 and FY 2027, and the legislature adopts the fiscal analyst tables as its intent. The budget office must record biennial, restricted, and one‑time items as separate line appropriations and set up restricted IT fixed‑cost appropriations. It may move audit dollars based on actual audit hours and must show personal‑services funding separately in 2029 budget requests by November 1. Contingency O&M funds can only pay for unplanned costs outside an agency’s budget, with budget director approval. These rules guide how agencies plan and spend money.
