The law funds historic preservation projects statewide for 2025–2027. It gives $6.229 million from the historic preservation grant account to the Department of Commerce starting July 1, 2025. Grants go to the named projects in priority order and cannot be larger than the listed amounts. Awards are paid only if money is in the account. It also reauthorizes earlier grants so projects can finish. It revises two past awards: Alluvion Health is set at $400,000 and the Montana Club Rathskeller is set at $90,040.
The Department pays grants by reimbursement. Recipients first spend on eligible costs and then get paid back. Before payment, recipients must show matching funds are committed, have an approved project plan, keep GAAP-based financial records (tribal governments follow 2 CFR 200), and sign a grant agreement. Recipients must follow the program’s Project Administration Manual. If actual costs are lower than planned, the Department can reduce the grant in line with other funding. If total costs are higher than the grant plus match, the recipient must cover the extra. No extra state money is allowed.
The law takes effect July 1, 2025. To keep a grant, a recipient must sign a binding construction contract before September 30 of the even-numbered year before the next legislature meets. Missing that date ends the grant and returns the money to the program. One two-year extension is allowed only for fire or other casualty damage, or when no qualified contractor can be found after trying. All section 3(1) conditions must be finished by September 30, 2026, or the grant ends. If a project has not met those conditions by September 1, 2026, the next legislature reviews it and can withdraw the grant.
