Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

New state fund for cancer screening

The law creates a cancer screening account in the state special revenue fund. The health department uses money from vehicle-registration donations, gifts, and interest to support cancer screening. This section does not set a fixed dollar amount.

New TBI fund and $600,000 support

The law creates a Traumatic Brain Injury account to support prevention, education, and recovery. The health department can fund the TBI advisory council and give grants to help people and families, including military members. For the two-year budget starting July 1, 2025, the state provides $600,000 for these activities.

Automatic $1 TBI donation at registration

When you register a vehicle, the system adds a $1 donation for traumatic brain injury education and support. You can opt out. It applies to motor vehicles, trailers, semitrailers, and pole trailers. Offices must post a large 8.5 x 11 inch notice about the automatic donation and the opt-out. Mail renewal letters include the same notice. Donations are routed by purpose: organ and tissue donations go to a Labor and Industry account, cancer screening donations go to the cancer screening account, and TBI donations go to the TBI account.
