Funded reports on Medicaid payment rates

Beginning July 1, 2025, DPHHS develops a Medicaid rate adequacy report at least every four years when lawmakers fund it. The first report is due by September 1, 2026. It compares current payment rates to provider costs and to other data (claims, BLS, IRS, USDA, Census, and peer states). The report supports budget requests to adjust provider reimbursement and is sent to the budget office and interim committees. The law provides $600,000 from the state general fund and $600,000 in federal funds for the 2025–2027 biennium to build this work. It also repeals the old HCBS fiscal‑report statute on July 1, 2025.

New cost reports for Medicaid providers

Beginning July 1, 2025, DPHHS uses one standard cost report for adult and children’s mental health, substance use, developmental disabilities, and senior and long‑term care services when those services are paid by Medicaid, a Medicaid option or waiver, or state funds. DPHHS will say who must file and who is exempt, after consulting providers, and will protect submitted data. If your organization is identified, you must report actual revenue and expenses for your most recent fiscal year in the set format and provide or cooperate with audits. The department sets a base year and updates those costs at least every four years, but not more than once every two years. DPHHS may adopt rules that define what costs to report, the format, and deadlines.
