Yearly voter address checks, 90-day cutoff

The secretary of state requires local election offices to check voter addresses every year. Offices may compare the voter list to national change-of-address files, mail a nonforwardable notice to all voters, or use targeted mailings or a door-to-door canvass. If a first notice is returned or the voter does not reply, the office must send a forwardable, postage-paid confirmation within 30 days. All list-maintenance steps must finish at least 90 days before any federal primary or general election.

Nonresponse moves voters to inactive

If a voter does not reply within 30 days to the final confirmation, the local office moves the voter to the inactive list. The office then works with the secretary of state and the Motor Vehicle Division to try to verify the address. If the address cannot be verified, the voter stays inactive until they complete the reactivation steps in law. Registrations can be reactivated or canceled under existing statutes, and the secretary of state sets rules for handling and removing provisional registrations.
