Permit applicants get code proof, $50/day

When your permit is delayed past the standard review period for a complete application, or work is stopped for code noncompliance, you can ask in writing or by email for the exact code text or citation. The building department must send it within 7 business days. If it misses the deadline, the code sections it relied on are waived for your application or project. The department also owes you $50 for each day after the deadline until it provides the text or citation. You may sue for delay losses; if you win, you can recover court costs and attorney fees.

Zoning sign-off can be required before permits

If your project also needs zoning, subdivision, or other approvals, the building department can require those be finished before it says your building application is complete. This can delay when the building review starts and adds coordination work and time for you.
