Limits on restraining pregnant inmates in labor

The law limits restraints on pregnant inmates during labor and delivery. Staff cannot use leg or waist restraints at any stage. Restraints are only allowed in extraordinary cases, after an individualized decision that there is an established flight risk or a clear danger. If restraints are used, they must be the least restrictive type, and staff must remove them once the risk is reduced or when the treating doctor, nurse, or other health professional asks. “Restraints” include handcuffs, leg shackles or irons, belly belts or chains, and cloth or leather ties that restrict limb movement.
