The law takes effect on passage and approval. It applies only to civil cases where a party demands a jury trial on or after that date. Jury demands made before that date follow the prior rules.

Jury trials for constitutional and ballot challenges

When a case challenges the constitutionality or legality of a state law or a proposed or adopted ballot issue, and there is a disputed fact, any party is entitled to a jury on that factual issue. Courts try and decide those factual questions the same way they do in other civil cases. This clarifies and protects jury trial rights in those specific challenges.
