3 provisions identified: 2 benefits, 0 costs, 1 mixed.

More on-campus spots to serve drinks

Starting July 1, 2025, licensees may sell alcohol at multiple service locations on the same campus if each serves food and is under the licensee’s control. Outdoor service is allowed on patios, decks, or adjacent lawn areas with controlled boundaries. Service is also allowed in a pool area that is in or next to a permanent licensed area. Separate campus buildings may be used if they meet premises suitability rules, and campuses with two or more service buildings may apply for one secure, noncontiguous storage area. All service locations must be on campus.

New CCR alcohol license and rules

Starting July 1, 2025, continuing care retirement communities can get a limited, nontransferable all-beverages license for one campus. The license is exempt from state quotas. Applying costs $500 and counts as the first annual fee; if denied, 75% ($375) is refunded. The campus must have a central dining area. Service is 11:00 a.m. to 8:00 p.m., servers must be at least 18 and trained, and buyers must be residents or their guests. No off-premises sales or catering are allowed. Gambling is not allowed; live bingo or keno needs separate authorization. The department can adopt rules and licensees must meet other state licensing requirements. Employees who sell, serve, or deliver alcohol and their supervisors must complete training within 60 days of hire, retrain every 3 years, and the licensee must keep records.

Alcohol delivery and possession for residents

Starting July 1, 2025, a CCR licensee may deliver alcohol to a resident’s living unit on campus after telling the department. The buyer must be a verified current resident. Deliverers must be at least 18 and complete required training. No fee is charged for the delivery application. Residents may keep lawfully obtained alcohol in their living areas.
