Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Account and small funding for missing Native work

The law creates a state special revenue account for Missing and Murdered Indigenous Persons work, run by the Department of Justice. Lawful gifts, grants, interest, and unspent money stay in the account and are audited. Spending must follow 44-2-411. The law also appropriates $1 to the Department of Justice for the biennium beginning July 1, 2025. These items apply only if House Bill 83 also became law.

Council on missing Native people

The law creates a Missing and Murdered Indigenous Persons Advisory Council in the Department of Justice. The Attorney General appoints members, including tribal and law enforcement voices. The council studies causes and barriers, improves coordination, and makes recommendations. It must file a written report by July 1 before each regular legislative session, with counts and other key measures. The council ends on June 30, 2033.

Grants to find missing Native people

The law creates the Looping in Native Communities Network grant program. A tribal entity can win a competitive grant to run a central hub to report, track, and find missing Native people. The hub must meet tech, data, alert, and reporting standards, including automatic alerts and a standard intake form. Smaller matching grants may also support tribal agencies. The program ends on June 30, 2033.
