Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Patients see critical test results faster

Providers who order your lab test cannot block your access to results, except where federal law allows. Your electronic health record must show certain results within 72 hours after they are final, or sooner if your provider releases them. These include: pathology or radiology reports likely to show new or recurring cancer; tests that could reveal genetic markers; a positive HIV diagnostic test; and antigens that indicate hepatitis infection. This applies starting July 1, 2026.

More digital access from health plans, with exceptions

Health carriers must provide five digital interfaces: patient access, provider directory, provider access, carrier-to-carrier exchange, and prior authorization. These must be live by the earliest dates CMS sets and follow CMS standards, including any delays or suspensions. Dental-only and vision-only plans are exempt. The insurance commissioner can grant written deadline extensions if meeting the dates is unduly burdensome or causes economic harm, and must post approvals online. These rules take effect July 1, 2026.
