Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

June 1 notice and automatic reelection for nontenure teachers

Beginning July 1, 2025, trustees must give every nontenure teacher written notice by June 1 saying if they are reelected for the next school fiscal year. If a teacher gets no notice by then, the teacher is automatically reelected for the next year. A teacher who is reelected must accept in writing within 20 days after getting the notice. If they do not reply in 20 days, the law treats that as refusing the job.

Financial nonrenewal treated as without cause

Beginning July 1, 2025, a nonrenewal of a nontenure teacher for financial reasons counts as “without cause.” Trustees may choose not to renew a nontenure teacher at the end of the school fiscal year, with or without cause, as long as they follow the June 1 notice rules. These changes do not override any collective bargaining agreement between the district and the teachers’ union.

Public agenda for financial nonrenewals

Beginning July 1, 2025, when a district plans a reduction in force for lack of funds, staff must give written notice to the board. If an administrator proposes not to renew a nontenure teacher for financial reasons, trustees must put that item on a public meeting agenda on or before June 1. The board must allow public comment. These cases are treated as actions of significant public interest, so open-meeting and public-notice rules apply.
