Confidential peer support for first responders

Local police, sheriff, fire, and EMS employers can set up a peer support program. They must keep a written policy with minimum rules. The policy sets peer supporter qualifications, certification, and continuing education, and defines sessions, group debriefs, and peer support teams. It bans any writing, audio, or video recording of sessions and requires HIPAA privacy compliance. Employees can use more than one supporter, cannot be forced to use a supervisor, and users (including volunteers) are protected from harassment or discrimination. Sessions are confidential, and qualified peer supporters cannot testify about them, except if there is a crime, a threat of harm, a licensing board request, or mandatory reporting applies.
