Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Higher pay and open meetings for finance authority

Beginning July 1, 2025, members of the Montana Facility Finance Authority get $100 per day for duty days and travel, lodging, and meals reimbursement. Each meeting is open to the public under state open meetings law; resolutions do not need to be published or posted. Four members make a quorum, and at least four yes votes are needed to act; vacancies do not stop a quorum from acting.

Burial board duties, pay, and permit fee

Beginning July 1, 2025, the Burial Preservation Board keeps a burial-site registry and sends reviewers when remains or burial materials are found. It helps landowners make treatment agreements and mediates disputes; if not accepted, the board takes final responsibility for disposition. Members get $100 per day for board work and travel, meal, and lodging reimbursement. The board issues permits for scientific analysis, with a nonrefundable application fee capped at $50. It includes one representative from each Montana tribe plus listed professional and public seats, and members serve staggered 4-year terms with vacancies filled for the rest of the term.

New pay and rules for mental health board

Beginning July 1, 2025, members of the Mental Disabilities Board of Visitors get $100 per day for board work and travel, meal, and lodging reimbursement. The Governor appoints six members with set expertise, including consumer or family seats. At least one works in mental health and one in developmental disabilities, and no more than three may be professionals. Members serve 2-year staggered terms. Full-time DPHHS or covered facility employees cannot serve, but state college or university employees may; the board is attached to the Governor for administration and may hire staff.
