The Department of Labor and Industry can use the employment security account to run the Office of Community Service, enforce anti-discrimination laws, and run education and reentry programs and grants. The legislature must approve any spending. This expands funding options for these services.

The law sets clear duties for the director of the Office of Community Service. The director helps the Governor plan, run, and review service programs. The office builds one state plan across schools, universities, military affairs, and other agencies. The director applies for federal and other grants and tracks all funds.
