County cleanup rules, complaint minimum, and liens

Beginning Jan 1, 2026, counties set rules for community decay on or next to public roads. They can set deadlines to remove or shield blight. A site inspection needs at least three complaints from property owners within 0.25 miles, unless the county finds a community health risk. After written notice, if you do not fix a violation, county workers can enter to abate it. The county can bill you the actual cost; unpaid bills become a lien like a property tax lien.

Notice cards allowed on accessible parking

Beginning Jan 1, 2026, cities and towns cannot ban placing a notice‑of‑violation card on a car parked illegally in an accessible space. This supports visible enforcement of disability parking rules.

Cities can define and fine nuisances

Beginning Jan 1, 2026, city and town councils define and abate nuisances. They can order fixes and fine people who create or allow them on places they control. A condition that hits a whole area is still a nuisance even if some people are hurt more. This strengthens local enforcement for health, safety, and comfort.
