Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

For-profits must match grants dollar for dollar

For-profit applicants that get a grant must provide a cash match equal to the grant. For every $1 of grant money, the business must put in $1 in cash. Example: a $100,000 grant requires a $100,000 cash match.

Extra compliance for government grant applicants

Government entities that apply for these grants must follow Article II, sections 8 and 9 of the Montana Constitution and the named state laws on public participation and local government. Non-government applicants are exempt from these compliance rules.

Clear rules for historic preservation grants

The Department of Commerce now recommends which historic sites, historical societies, and museums get grants. The law uses clear, competitive rules to choose projects. Funded projects must keep a significant portion open to the public; projects with only private or limited public benefit cannot get funding. Priority goes to projects that protect buildings and utility systems; improve security, climate control, or fire protection; are ready to start with permits and matching funds; have strong Montana historic value and experienced leaders; promise jobs, ongoing economic benefits, and local contributions; and strong public use after completion. The department adopts rules and, when possible, aligns them with similar state programs.
