New term for special education records

Beginning July 1, 2025, Montana allows the term "emotional disability" instead of "emotional disturbance" for special education services defined in 34 CFR 300.8(c)(4). This applies in state laws, rules, and education materials. The Office of Public Instruction gets $100 from the general fund for the biennium starting July 1, 2025 to update its publications and communicate the change. Families and school staff may see the new wording in student records and guidance.
