Limits on local health rules for businesses

Beginning July 1, 2025, jurisdictionwide local health rules cannot force a private business to turn customers away. They also cannot punish noncompliance with fines, license loss, misdemeanor charges, or similar penalties. Local health boards still can enforce valid health regulations and orders. These limits apply only when the rule covers the entire jurisdiction.

No local vaccine or drug mandates

Beginning July 1, 2025, local health boards cannot require anyone to get a vaccine, medication, supplement, or other drug treatment.

Limits on emergency orders and worship

Beginning July 1, 2025, local health orders issued during a declared emergency last only for that emergency. They also end if the governing body holds a public meeting and votes to change or end them. Local orders cannot limit your in-person attendance at or operation of a place of worship. This applies to orders tied to state or local emergency declarations.

Small $300 for health board notices

For the two years starting July 1, 2025, the state provides $300 to the Department of Public Health and Human Services. The money must be used to notify local boards of health about these law changes. This is a one-time biennial payment of $300.

Access limits for people under isolation

Beginning July 1, 2025, businesses and local authorities can deny access to people with a confirmed communicable disease under an active isolation order. This applies only while the person is infected and the order is active.
