Account funds higher Medicaid hospital pay

Starting July 1, 2025, all money collected under 15-66-102 goes into the hospital Medicaid reimbursement account. The state must use this money to fund increases in Medicaid payments to hospitals and to cover fee collection and related administrative costs. These rules end June 30, 2027.

More staff help and state hospital beds

Beginning July 1, 2025, the fund can pay student loan repayment for nurses, LPNs, and psychiatrists at state health facilities, with priority for Montana State Hospital staff. The fund can also add licensed beds at the Montana State Hospital to increase inpatient capacity. The law says loan repayments and adding licensed beds are not treated as operating costs for this fund. These authorities end June 30, 2027.

Committee plans long-term behavioral health funding

The law creates a long-term sustainability committee for HB 872 goals. DPHHS staffs it and pays its costs, with research from the budget office and the Legislative Fiscal Division. The committee meets every two months starting June 1, 2025, with public comment time and remote options. The committee ends June 30, 2027.

New behavioral health fund boosts access

The law creates the Behavioral Health System for Future Generations Fund. Beginning July 1, 2025, the state deposits legislative general fund transfers into this account. Money can pay the state share for Medicaid and CHIP payments to behavioral health providers and to intermediate care facilities. It can fund statewide investments to stabilize providers, grow the workforce, and expand integrated physical and behavioral care. It can buy or remodel facilities, and pay planning and operating contracts for behavioral health settings and intermediate care facilities. It can also pay for a study and plan for a full behavioral health system. The fund may not be used to operate existing state facilities. These authorities end June 30, 2027.

Clinic funding depends on separate law

Funding in HB 2 for certified community behavioral health centers only takes effect if another bill (HB 574) is passed and approved. If HB 574 is not enacted, that HB 2 appropriation is void. This condition applies July 1, 2025 through June 30, 2027.

Keeps funding court-ordered mental evaluations

DPHHS continues using approved funding to support community-based court-ordered evaluations and clinical stabilization services in local detention facilities. This requirement runs from July 1, 2025 through June 30, 2027.
