3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Tow liens can cover car contents

Tow and storage companies can include some items inside your car in their lien if the car is uninsured, underinsured, no claim was filed, or coverage cannot be verified. The lien does not cover certain items: consumer food not for resale, perishable consumer goods not for resale, prescription items, your original driver’s license and other original ID papers, cash and payment cards, checks and checkbooks, your original personal, legal, or business records, and child safety items. Wallets, purses, bags, or containers that hold those IDs or records are also exempt. These exemptions apply to consumer goods, not goods meant for resale.

New rules for repair and equipment liens

Shops that repair, tow, store, or protect property have a lien while they hold the item. It covers their labor and materials, and for towing or storage, the reasonable cost. A nonpossessory lien is also allowed on certain equipment—farm implements, construction gear, motorized lawn and landscape tools, and forestry equipment—if the shop gives a signed document naming the item and owner, listing the work and costs, and files a public financing statement. To beat a lender’s perfected security interest, the shop must give written notice within 30 days after finishing the work, stating the intent to claim the lien and the work and parts cost. Notice can be delivered in person or by certified mail.

Lien on livestock embryos and semen

A reproductive technology business that collects, processes, packages, or stores livestock embryos or semen has a lien on them if there is a contract and it still has possession. The business can keep the embryos or semen until it is paid for its services. This secures payment from livestock owners who use these services.
