The law sets a 12-to-2 day window before each election for required public notices. Administrators must broadcast on radio or TV or publish in a county newspaper. For absentee ballots, the notice must say how, where, and when counting happens. If counting starts before polls close, the notice must say observers must take the oath in 13-15-207(4) and are subject to 13-35-241. For voting systems, the notice must show a diagram, include a sample ballot layout in the newspaper, list public exhibition locations, and give voting instructions. The administrator chooses the method that best reaches the most voters. The law takes effect immediately.
