The Department of Administration cannot set maximum prices for printed county forms. Counties and vendors negotiate those prices. Printers gain pricing flexibility, and counties lose a state cap.
The Department of Administration sets maximum prices for county legal ads: $14 per folio for the first run and $12 for each later run. Each year, the department adjusts the caps by the smaller of 2% or CPI-U. New caps start on March 1, and the department publishes them as a rule. The department sets typeface, size, style, and spacing rules for legal ads. Within 30 days of publishing a new schedule, the department sends each county commission a free copy and the effective date. County commissioners must require printers to verify dates run, use of the department’s style, and prices at or under the cap.
The law eliminates the Board of County Printing and moves its duties to the Department of Administration. All references in this part now mean the department, not the board. The statutes that created the board and its meetings are repealed. County officials and printers now work with the department.
