TIF plans need advisory committees and notice

Before a city or town adopts a tax increment financing plan, it must notify the county and any overlapping school district. They must have a chance to meet in public and take public comment on local effects. Before a county adopts a TIF as part of a development plan, it must notify the school district and take public comment. Any TIF plan must consider the impact on the county and the school districts that cover the area. When a local government adopts a TIF plan, it must appoint an advisory committee with at least one representative from each overlapping city or town, the county, and the school district; areas already run by an urban renewal agency created under state law are exempt from this committee rule.

Urban renewal boards add county, school seats

The law requires every urban renewal agency to have a board with at least five commissioners. The board must include one county (or consolidated city-county) representative and one representative from a school district that overlaps the area. Initial terms are staggered: one for 1 year, one for 2 years, one for 3 years, and two for 4 years. After that, each term is 4 years, and each appointment must be filed with the municipal clerk. If a five-member board exists when the law takes effect, the next vacancy or appointment must go to a county representative, then the next to a school district representative.
