The first meeting happens within 30 days after all members are appointed. Each year the members pick a chair from the four legislative appointees. Meetings occur when the chair calls them and funds allow. The commission may meet anywhere in Montana and can meet by phone or video. A majority of members makes a quorum, and actions need a majority of those present and voting. The Department of Commerce provides administrative support only.
The commission keeps records of all meetings and work. These records are public and open to inspection. By September 1 each year, the commission sends a report to the governor and legislature. The report describes its work and meetings, benefits to the state and trade sectors, recommendations for new laws, and next year’s plans.
The commission has nine voting members. Four are legislators named by the Senate president, House speaker, and both minority leaders. Three are the heads of Commerce, Agriculture, and Higher Education or their designees. Two are governor appointees: one represents the Irish American community and one is from a Montana business or trade group. Members serve two-year terms. For the first round, the two governor appointees serve one year and the four legislative members serve two years. All initial appointments happen within 90 days after July 1, 2025. Vacancies are filled the same way, and the appointing authority may replace a member during the term. Members are unpaid but can get travel costs reimbursed under state rules when funds are available.
Starting July 1, 2025, the commission can raise money by donations, grants, and fundraising events. All money raised goes into the Montana-Ireland trade development special revenue account. Interest stays in the account. The account can pay Department of Commerce administrative costs and support the commission’s meetings and travel.
Beginning July 1, 2025, the law creates the Montana-Ireland Trade Commission. It works to grow trade and investment between Montana and Ireland. It also promotes business and college exchanges and joint projects that help both places.
