The law creates the Montana Blockchain and Digital Innovation Task Force in the Department of Administration. It studies blockchain, cryptocurrency, financial technology, and digital innovation and drafts policy ideas for the state. The task force must report to the Economic Affairs Interim Committee and the Legislative Council by July 1, 2026. The act takes effect on passage and approval. The task force ends December 31, 2026.
The task force includes the Attorney General or a designee and the State Auditor or a designee. The Senate President appoints seven members: three senators (one from the minority), two with blockchain or fintech expertise, and two others including a business trade association member. The House Speaker appoints seven members: three representatives (one from the minority), two with relevant expertise, and two others including a broker-dealer regulated under Montana securities law. The Governor appoints five members: two with relevant expertise and three others, including one from a financial institution regulated under Montana banking law. The Senate President and House Speaker each choose one of their legislator appointees to serve as cochair. Appointments must be made within 30 days after the law takes effect. Members serve until December 31, 2026, and vacancies are filled the same way as the original pick. Nonlegislative members do not get pay or expense reimbursement. Legislative members get per diem and travel under state law for each day of task force work. A majority of members makes a quorum, and a majority of that quorum can act.
