The law expands “motor vehicle” to include four groups. These are RVs; motorboats and personal watercraft; snowmobiles; and off-highway vehicles. Dealers and makers of these must follow dealer and franchise rules. This adds licensing and compliance steps for those businesses.
Licensed dealers can hold off-site displays or sales with a department permit. Most events must be inside the dealer’s licensed county. New RV, boat, or powersports dealers can cross counties in limited cases. The county must be in the dealer’s franchise area. No dealer in that county can sell the same line-make. Each event can run up to 10 straight days. A dealer can hold no more than 10 events a year. The department may require proof of local zoning compliance. Indoor displays in airports or malls need no permit if no sales happen. One-vehicle displays are allowed with prior written notice and no on-site sales. They must support a nonprofit event at its site, or a joint promotion. Joint promotions on the partner’s premises are limited to 90 days a year.
