County conventions must elect state delegates

County conventions elect delegates and alternate delegates to the state convention under state party rules. The presiding officer and secretary issue and sign certificates of election for those delegates.

County convention notice and participation rules

The county presiding officer calls the county convention. At least 4 days before, the call is published in a newspaper at the county seat. A copy is mailed or e-mailed to each precinct committee representative. If party rules allow proxies, a proxy counts only if held by an elector from that precinct. Only duly elected or appointed committee representatives and officers may participate. If a representative is absent, the convention may appoint a qualified party elector from that precinct.

New rules for county party leadership

County party central committees must meet before the state convention. They must elect a presiding officer and at least one vice presiding officer. Those two officers must be different genders. The committee also elects a secretary and any other needed officers. Officers do not have to be precinct committee representatives. Committees may create managing or executive committees and subcommittees to carry out their powers.
