More CHIP support from tobacco funds

The law puts 17% of each year’s tobacco settlement money into a special account. The money is used only to match federal Children’s Health Insurance Program funds, to draw the maximum amount. This applies to money received after June 30, 2003. This helps secure CHIP coverage for eligible children in Montana.

More funding for tobacco prevention programs

The law sets aside 32% of each year’s tobacco settlement money for statewide tobacco prevention. This applies to money received after June 30, 2003. DPHHS runs these programs and must set rules that consider CDC best practices. The state can contract with private groups to deliver services that stop youth use and help adults quit.

Advisory board ended and spending rules

The law removes the Tobacco Prevention Advisory Board from state law. Lawmakers must approve spending from the tobacco settlement accounts for the programs named in the law. Money not appropriated within two years after deposit moves to the trust fund. These rules tighten control and can reduce program dollars if the Legislature does not act in time.
