Bill Overview

Analyzed Economic Effects

7 provisions identified: 5 benefits, 0 costs, 2 mixed.

Bigger cash help for crime victims

You can get up to $400 per week for work loss for up to 26 weeks, if you were working and a doctor says you could not work. Dependents can get up to $400 per week for up to 26 weeks. If your spouse was the offender, you can get $100 per week per dependent child, capped at $400 per week, for up to 26 weeks. Only one household support payment is allowed. All weekly limits start from the date of the injury.

Faster decisions and support for victims

Smaller awards can be decided faster. The Director or a designee can decide claims up to $12,500 that do not include future loss, and must report them to the Commission. The Commission can use leftover funds for outreach, training, grants, and referrals, and may spend up to $600,000 one time to build an online system for providers. If you tell a creditor your claim is pending, the creditor can ask monthly for verification and the Commission must provide it. The Director must also tell the local court clerk about any award, and the clerk must place it in the defendant’s case file.

Tighter timelines for victim claims

Most people must apply within two years of the crime. Economic losses that happen more than one year after the injury are not covered. If the victim was 18 or younger, losses after two years are not covered unless there are new medical or counseling bills from the crime. A claim can be denied if the claimant was convicted of a Class A–E felony within three years of the injury and that felony could be tied to the incident.

Disaster trailers for long-term housing

The Division of Emergency Management can transfer ownership of travel trailers and utility vehicles bought or donated during disaster work. It can give them to local governments, disaster relief nonprofits, or survivors who need long‑term housing help.

50-year license for Stanly Airport land

The Department of Public Safety and the NC Air National Guard can accept a 50‑year land‑use license for about 114.19 acres at Stanly County Airport. This extends the current license through 2093.

Tribal police included in mutual aid

Tribal police departments are now treated like other law enforcement agencies in mutual aid. Tribal police chiefs can enter mutual aid deals and delegate authority, but only one officer per agency may have delegated authority at a time.

New appointment rules for Adjutant General

The General Assembly must confirm the Adjutant General. The Governor must send a nominee by May 1, or legislative leaders send a name by May 15. An acting Adjutant General may serve when the Assembly is not in session, but not more than 12 months without confirmation or after a confirmation bill fails a reading. The Governor must submit a new name within 30 days if a confirmation bill fails, and within 60 days to fill a vacancy. The Adjutant General must hold or attain federal recognition as a major general.
