No race bias or transition rule in adoption

Adoption agencies cannot deny or delay your chance to adopt, or a child’s placement, because of race, color, or national origin of you or the child. They also cannot deny or delay you because you refuse, are unwilling, or do not support enabling a child to engage in a gender transition. This applies to requests, filings, and placements before, on, or after June 23, 2025.

Parents not guilty for birth-sex parenting

The law says raising or referring to a child by their biological sex is not abuse or neglect for court petitions. Parents and caregivers are not guilty of misdemeanor or felony child abuse for doing this, including related medical or mental health choices based on biological sex. The law also says this is not “serious mental injury” under the felony rules. For juvenile cases, this protection applies to petitions filed before, on, or after June 23, 2025. For criminal charges, the rule applies to offenses committed before, on, or after July 1, 2025. This does not allow any other act that causes injury or otherwise meets abuse or neglect rules.
