Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Weaverville, Bailey, Cherryville can annex more land

The law lifts the 10% cap on noncontiguous (satellite) annexations for Weaverville, Bailey, and Cherryville. These towns can now annex more separate land areas. More homes may become part of a town. If your home is annexed, you may start paying town property taxes and get town services. The law does not list an effective date in this summary.

Named parcels removed from city limits

The law removes three Carteret County parcels from Morehead City: 638714442765000, 638714440096000, and 638714444512000. It also removes an 18.93‑acre tract from the City of Washington (per a May 2, 2023 survey). Both changes take effect June 30, 2026. If those properties were in the territory on January 1, 2026, they do not owe city taxes for tax years starting July 1, 2026 or later. The law also removes Forsyth County parcel 6896-04-9921 from Kernersville; this summary does not list its effective date. Any city tax or special assessment liens from before the effective date still can be collected or foreclosed.
