Emergency loans for small-town nonprofit hospitals

The Bank offers emergency operating loans to local nonprofit hospitals in cities under 2,500 people. The hospital’s governing board must apply by March 31, 2026 and submit finances, other funding sources, and a cash‑flow plan. Loans can be up to $5 million per hospital, at up to 2% interest, for up to 11 years. The first year may be interest‑only. The state transfers $10 million into the fund for this operating loan program through June 30, 2027.

Low-cost construction loans for medical facilities

The Bank of North Dakota runs a construction loan program for medical facilities. Loans have a 2% fixed rate and up to 25 years to repay. Each loan is the lesser of $15 million or 75% of the project cost. Only a facility’s governing board can apply, and projects must cost at least $1,000,000 and be used for 30 years. You must finish construction within 24 months of approval or risk losing the loan. A revolving fund holds repayments; the Bank may take an annual service fee, and audit costs come from the fund. These authorities remain in effect through June 30, 2037.
