New oversight and funding for electricity help
Effective 60 days after passage, the law moves New Hampshire’s low-income electricity assistance program to the Department of Energy, including commission orders creating and implementing it before July 1, 2025. The department and utilities commission must target help and run programs efficiently; the department can set eligibility tiers, benefits, budgets, spending, and program changes through hearings that do not decide individual cases. Electricity customers fund this help through a charge of 1.5 mills ($0.0015) per kilowatt-hour, replacing a cap at that rate. The department may pause some or all collections if excess funds exceed $1 million and are unlikely to fall substantially within 12 months, for a reasonable period to bring the fund back to the needed level. Department actions through this hearing process require written reasons; the law itself sets no new household eligibility rules or benefit amounts.
