New Hampshire redirects renewable energy money
The law changes how New Hampshire uses its Renewable Energy Fund. The allocation rules cover money collected on or after July 1, 2025, and before June 30, 2027. Money other than Class II funds first pays state energy department costs, including the Office of Energy Innovation. After those costs, up to $1 million yearly supports renewable heating and electricity projects, but not individual home solar projects. Any money left goes to the state General Fund. Class II money mainly supports solar technology in New Hampshire, though all fund money can also cover program administration. The fund remains available across budget years, and investment earnings and required payments stay in the fund. Without an adopted state budget, the department must seek legislative fiscal committee approval to keep funding rebates and grants. Funded projects are subject to department audits as needed. Adding useful thermal energy to Class I production cannot create new department jobs; existing or new positions require fiscal committee approval. The law took effect upon passage.
