Beginning May 1, 2026, New Jersey businesses holding seasonal alcohol licenses before that date can seek year-round licenses. Sales follow the days and hours allowed for other full-year license holders in the municipality. The municipality must approve the change. Businesses must surrender their seasonal license before the last day of the 24th month following May 1, 2026. The conversion fee is generally 43% of the average full-year license sale price during the two years before that date. Alternative averages apply when fewer than three licenses sold during those two years. A $350,000 fee applies when relevant sale prices are unknown, including prices that cannot be separated from bulk sales. That fee also applies when fewer than three licenses sold in the relevant municipalities during the prior five years. It also applies when a municipality has fewer than five full-year licenses. Very small transfers and transfers between related parties are excluded from the calculation. Premises spanning multiple municipalities use the highest applicable average, with the fee split equally among those municipalities. Businesses must also pay the annual full-year license fee.
