Bill Overview

Analyzed Economic Effects

Hotel fees stop when funding falls short

Starting in state fiscal year 2027, New Jersey links its hotel and motel occupancy fee to required program funding. A state budget that fails to provide and distribute the minimum amounts triggers a fee suspension process. Budget amendments or supplements that violate these requirements also trigger it. The state budget director must certify the violation, and the state tax director must notify fee collectors. After that notice, guests no longer pay the fee, and collectors must stop collecting it.

Minimum funding for arts, history, and tourism

New Jersey sets annual funding minimums from hotel and motel occupancy fees for state fiscal years 2021–2026. The Arts Council minimum is $31.9 million, and the Historical Commission minimum is $5.5 million. Travel and Tourism gets at least $17.6 million, and the Cultural Trust gets at least $720,000. Starting in state fiscal year 2027, annual budget funding and distributions must meet those same minimums. This money supports cultural, historical, and tourism programs, not direct household payments.
