Cities can limit lifeguard pension benefits

Beginning January 20, 2026, New Jersey fourth-class cities can close existing lifeguard pension plans to new members. Cities without a plan do not have to start one. Cities can also change or end benefits for active members of closed plans with fewer than 10 years of plan service. Retirees and active members with at least 10 years keep benefits under current law. These changes are city choices; the law does not automatically close plans or cut benefits.
