More training support for volunteer EMTs

Beginning April 1, 2025, New Jersey expands Emergency Medical Technician Training Fund payments to certified private training providers. Providers qualify for training and testing volunteer emergency medical technicians (EMTs) and candidates, whether their squads receive payment for emergency services or not. The Fund covers only costs not paid elsewhere, and payments depend on available money. Initial certification classes get first priority, followed by refresher classes for recertification. The Health Commissioner must reimburse providers annually and pay promptly after receiving a qualifying application, following adopted council recommendations. Eligible volunteers provide basic life support without wages, salary, or other financial pay; full-time EMTs employed by licensed hospitals are excluded. The Commissioner must adopt rules to carry out the law.

Volunteer EMTs face repayment with college exemption

Beginning April 1, 2025, volunteer emergency medical technicians must work at least one service call each month during their first three-year certification period. Squad heads determine good standing, subject to this minimum. If their initial training provider received Fund reimbursement, losing good standing during that period triggers a repayment requirement. Squad heads must seek repayment for Fund-paid training, testing, certification, and recertification costs from that period. Volunteers owe no repayment if they leave to attend a qualifying New Jersey college. The college must be nonprofit, incorporated and located in New Jersey, authorized to grant degrees, and eligible for State aid. It must also hold regional accreditation from the Middle States Association of Colleges and Schools. The Department of Health oversees collection.
