College options and refunds for military families

The law gives service members and their dependent children or spouses course options at New Jersey public colleges. It covers active-duty, Reserve, and National Guard members when unplanned deployment, mobilization, reassignment, or other military duties prevent course completion. At 55% completion or more, students can choose a letter grade, pass/fail, incomplete, withdrawal, an applicable temporary grade, or online transfer. A letter grade requires the instructor to find enough work and progress; pass/fail requires progress that justifies the grade. Below 55%, choices are an incomplete with the instructor's finding of enough work and progress, withdrawal, or online transfer. Online transfers require an available equivalent section and appropriate approvals. An incomplete stays valid for one year after the student returns to the college. Within that year, students with pass/fail grades can contact the college to arrange work toward a replacement letter grade. Withdrawal brings a full refund of tuition and fees for that course. Room, board, and other fee refunds cover unused time, except amounts covered by the course withdrawal refund. Financial aid refunds follow state and federal rules. The law took effect July 22, 2025, and first applies to the first full academic year following enactment.
