New grid approvals and customer billing rules

Beginning July 1, 2025, New Mexico public utilities can request approval for advanced grid projects through grid modernization applications. Projects must fit state priorities and appear in the utility’s latest resource plan or grid modernization plan. The Public Regulation Commission reviews reasonableness, avoided costs, reliability, clean-energy access, and cost-effectiveness; approval is not guaranteed. Utilities can recover reasonable costs for approved projects from customers served at 110,000 volts or higher, even when only distribution customers benefit. The law sets no cost amount or household rate change.
