New insurance fund for jockeys and riders

The law creates a New Mexico treasury fund to help cover jockey and exercise rider insurance costs. The Racing Commission manages the fund and can spend it on costs tied to horse racing insurance and legal compliance. Money comes from commission collections, public funding, investment income, gifts, grants, donations and bequests. Unused money stays in the fund, and the law sets no funding amount. Payments require vouchers signed by the commission’s executive director or designee and warrants from the finance and administration secretary.
