HOA water fixes with fewer owner blocks

Local governments can repair or improve water or sewer systems owned by HOAs as neighborhood projects. The work can be paid with special assessments on affected properties, including homes in the HOA. Written protests do not automatically stop these projects; the local board decides whether to pause or end them. Owners cannot use the petition process to force the district to dissolve. Annual cost estimates, proposed assessment changes, public meetings, and owner notices do not apply to these HOA water or sewer districts.
