AN ACT relating to real property; requiring a landlord or his or her agent to provide a tenant at least one method of paying rent or any other fee or charge that meets certain requirements; prohibiting a landlord or his or her agent from charging a tenant a fee to make a payment through an Internet website or online portal that exceeds the amount of any fee charged by the operator of the Internet website or online portal for the use of the website or portal; requiring a written rental agreement to separately identify any such fee under certain circumstances; authorizing a tenant to bring a civil action against a landlord who has committed certain violations; requiring a landlord or his or her agent to provide, upon request, a copy of a written rental agreement to a prospective tenant; requiring a landlord to refund certain fees collected from a prospective tenant under certain circumstances; prohibiting a landlord from collecting certain application fees; requiring certain references to the amount of rent due under a rental agreement to be set forth in a certain manner; and providing other matters properly relating thereto.

Limits on rental application fees

If you pay an application, credit, or background fee and the landlord rents to someone else without doing the paid check, the landlord must refund your fee. Landlords cannot charge application, credit‑report, or background‑check fees for household members under 18.

Renters get free pay option, capped online fees

The law requires at least one way to pay rent that is free and does not need your bank account details. Paying by check is still allowed. If you pay through an online portal, your landlord cannot charge more than the portal’s fee. Any portal fee must be listed separately in the lease.

See, sign, and keep your lease

Your lease must be signed by the landlord (or agent) and by you (or your agent). You get one free copy when you sign; you can get more later for a reasonable fee. If you ask before renting, the landlord must give you the lease you would sign. The lease must clearly state key terms like rent, how and when to pay, fees and deposits, utilities, inspections, and rules about pets or occupancy. Any lease term that breaks these rules is void and cannot be enforced.

All-in rent and right to sue

Rent must be shown in the lease as one total number that includes all mandatory fees. Your landlord cannot charge more than that total. There is a narrow exception: if the utility cannot bill you directly (or water is master‑metered), the landlord can pass through the actual electric, gas, or water cost as a separate monthly fee with clear notice and utility contact info on the same page. If these rent‑listing rules are broken, you can sue. If you win, you get damages, your costs and reasonable attorney’s fees, and $250 for each deceptive violation.
