Homeowners can collect small roof rainwater

The law lets single-family homeowners collect small amounts of rainwater from their roofs without a state water appropriation. The water must be used for non-drinking home needs, like watering plants or flushing toilets. The collection must be de minimis. This applies only to rooftop collection at a single-family home.

Simpler rules for wildlife guzzlers

The law exempts certain wildlife water guzzlers from water appropriation rules. A guzzler qualifies if it holds 40,000 gallons or less, has a capture area of 1 acre or less, and pipe length of 1/2 mile or less. It must be built by a state or federal wildlife agency, or by another person in consultation with the Department of Wildlife, and approved by the Department. It also must not conflict with existing water rights, as determined by the State Engineer.
