Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

More first responders get stress coverage

Nevada expands who counts as a first responder. It now includes firefighters, police, dispatchers, civilian crime‑scene staff, and EMTs/paramedics at public safety agencies. In these roles, if you directly see a violent death or a shocking grievous injury at work, your mental injury is treated as work‑related. You must show clear and convincing medical or psychiatric evidence, and that witnessing was the primary cause.

Workers’ comp for mass‑casualty responders

Nevada covers severe stress injuries for employees who respond to a mass‑casualty incident. If you work for the State or a local agency and responded, your mental injury is treated as work‑related. You must show clear and convincing medical or psychiatric evidence, with the response as the primary cause. The law says this is not a gradual stress claim.

Mental health training for first responders

Agencies that employ first responders must provide mental health training. Training covers awareness, prevention, mitigation, and treatment. This applies to volunteers too.

Local budget rule waived for this law

Local governments get a waiver from a state budget rule for costs from this law. They may treat added expenses tied to this law as exempt from that rule.
