Better care and checks during confinement

Staff must check each confined child’s safety at least every 10 minutes. If confinement lasts over 24 hours, the child gets at least 1 hour out of the room each day for large‑muscle exercise, with outdoor time when weather allows. The child must also get the same meals, health care, family contact, legal help, and school services as others. Staff must review the status at least every 24 hours, consider mental‑health screening, and document why no lesser option is available. Facilities must send monthly reports to the state on each use and explain any 72‑hour cases. The law defines "corrective room restriction" to include administrative seclusion, behavioral room confinement, corrective room rest, and room confinement.

Stricter limits on youth room confinement

Facilities may use room confinement only after trying all less‑restrictive options, and only to change behavior, enforce rules, or keep people safe. Confinement must be as short as possible, and the child must return to the general population as soon as reasonable. Any confinement over 2 hours must be written up and approved by a supervisor. No child may be kept in room confinement for more than 72 straight hours.
