Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Stuttering therapy coverage for under 26

Beginning Jan 1, 2026, Nevada health plans must cover speech-language therapy to treat stuttering for people under 26. Plans cannot set yearly dollar or visit limits, deny care based on the cause of stuttering, or use medical management techniques like step therapy or prior authorization for this benefit. The rule applies to new and renewed policies on or after Jan 1, 2026. Nevada Medicaid also covers these services for people under 26 when federal funds are available. For Medicaid, limits may apply only as needed to get federal approval.

Faster prior authorization responses

Beginning Jan 1, 2026, insurers must file their prior-authorization rules with the state for approval. They must answer any prior-authorization request within 20 days. The rules cannot favor one type of licensed provider over another. This applies to individual, group, and blanket health plans sold in Nevada.

Limited benefit plans stay exempt

Starting Jan 1, 2026, plans that cover only one disease or offer a limited benefit do not have to cover stuttering therapy. The Division of Insurance cannot interpret the law to undo this exemption. Holders of these limited plans do not gain the new stuttering benefit.

Local governments budget these costs differently

Starting Jan 1, 2026, a state budgeting rule (NRS 354.599) does not apply to extra local government costs from this law. Cities, counties, and school districts may handle these costs outside that rule. This affects how local governments budget for the law’s requirements.
